CENTRAL INTELLIGENCE AGENCY
THE WORLD FACT BOOK
A Brief History of Basic Intelligence and The World Factbook
Puerto Rico
Background
"Populated for centuries by aboriginal peoples, the island was claimed by the Spanish Crown in 1493 following Christopher COLUMBUS' second voyage to the Americas. In 1898, after 400 years of colonial rule that saw the indigenous population nearly exterminated and African slave labor introduced, Puerto Rico was ceded to the US as a result of the Spanish-American War. Puerto Ricans were granted US citizenship in 1917. Popularly-elected governors have served since 1948. In 1952, a constitution was enacted providing for internal self government. In plebiscites held in 1967, 1993, and 1998, voters chose not to alter the existing political status with the US."
"...unincorporated, organized territory of the US with commonwealth status; policy relations between Puerto Rico and the US conducted under the jurisdiction of the Office of the President"

I personally do not agree with the language used by the CIA in some definitions, so I will write and tell them. You can do the same. MJContact CIA
The Office of Public Affairs (OPA) is the single point of contact for all inquiries about the Central Intelligence Agency (CIA).
We read every letter, fax, or e-mail we receive, and we will convey your comments to CIA officials outside OPA as appropriate. However, with limited staff and resources, we simply cannot respond to all who write to us.

My objection is to the statement that "In plebiscites held in 1967, 1993 and 1998 voters chose not to alter the existing political status." The first 2 plebiscites did not offer the existing status as an alternative. The wording in 1967 was a fanciful version of what Gov. Luis Mun~oz Marin would have liked his status to become. In 1993 the same thing happened, although this time it was the Popular Democrat leadership who painted a different picture of what "Commonwealth" meant. The 1998 plebiscite was a different animal. This time the original "Commonwealth" was an alternative but "None of the above" won. So, voters have never chosen the present political status and neither will they this year. The confusion caused by 60 years of PDP misleading propaganda will not be erased so easily.
