Fort Buchanan and the U.S. Army Reserve Centers in Puerto Rico are the latest U.S. army facilities to embrace energy efficiency projects structured in the form of energy savings performance contracts. The deal is expected to generate up to $61 million in energy and operational cost savings over the next 16 years, according to the contractor handling the contract, Johnson Controls. The value of the performance contract is $34.3 million. It will cover everything you might imagine, including both renewable energy technology investments and efficiency measures. The list of planned improvements and investments at the 87 buildings covered by the contract includes:
Solar power and solar thermal technologies and applications
Wind power investments
New indoor and exterior LED lighting systems
A new building automation and control system
Under the terms of the contract, if the army doesn’t save the money that Johnson Controls has pledged, the contractor will pony up the difference. Johnson Controls has something like 2,500 energy savings projects under way, including more than 100 projects for various branches of the federal government including the army, the Air Force, the Navy, the General Services Administration, the Justice Department and the Department of the Interior.
