LETTER TO CONGRESS AND MEMBERS OF THE PUERTO RICO CONGRESSIONAL TASK FORCE:
First of all, Congress
needs to take the necessary steps to create a way to use their Congressional power to oversee PROMESA Congressional
Fiscal Board's actions to resolve PR's economic situation.
REASON?
The PROMESA law gave power to the members of Congress and to the President to select the fiscal board. They did, without consulting the people of Puerto Rico, abusing the fact that the US citizens of Puerto Rico cannot vote for the President of the US, nor have voting representation in the US Congress.
Most in Puerto Rico do not totally trust some members appointed to the Board, since they had occupied official decision making positions when the defaults occurred. People wrote to the President and Congress but no one listened.
Thus, Congress now has a great responsibility to the US Citizens of Puerto Rico, and has a moral and legal obligation to use its' Constitutional power to oversee the Board's actions.
The BOARD is presently lobbied intensively to establish another code of Corporate Welfare (CW) for PR.
Corporate Welfare is a very destructive and negative
issue. It's so important, that it is mentioned daily in the discourses and debates of the Presidential and Congressional races! However, those malignant "economic powers" are using millions of dollars, apparently successfully, to
lobby Congress to establish Section 245 A (another "Section 936) to solve Puerto Rico's economic crisis.
HEY !!! THIS IS AN IRS Tax Evasion Scam which left no benefit to Puerto Rico and destroyed its economy!! Not only it hurt Puerto Rico but the US Taxpayer! Puerto Ricans pay extremely high taxes while the rich pay none using these gimmicks!
Those who benefit humongously from
the IRS Offshore Tax Evasion tricks, have hired guns in Washington to sell the idea and promote that "Puerto Rico's economic
crisis is due to the elimination of Section 936 so we need 245A." That is totally false. All studies done (INCLUDING MANY MADE BY THE GAO ON PR) disclaim that. It is a great "human" argument to use Puerto Rico's misfortune, to create more tax evasion gimmicks. THAT IS IMMORAL!
WHAT IS INCREDIBLE IS: Corporations under Sect 936 never left PR!. They
meta-morphed into CFC's!!..... and today they have more than a TRILLION dollars, tax free, parked outside the
US.
TRUTH IS CORPORATE WELFARE HAS DESTROYED PUERTO RICO AND THE FUTURE OF MANY GENERATIONS!
The US Citizens of Puerto Rico DO
NOT WANT SECTION 936, or Section 245 or any other offshore
IRS Tax Evasion gimmicks. That is not
what the US citizens in the 50 states want either!
As US Citizens from Puerto Rico, we have a right to demand from our US Congress and our President, to develop and install a process to incorporate and transform Puerto Rico's failed colonial economic model so that it will be like that of the 50 states of the union,
which although not perfect, is the best in the world.
It is not in the best interest of the US Taxpayer, or the US Citizens
of Puerto Rico to have offshore tax shelters and be literally "governed" by these
powerful global powers That has coerced and castrated the future and wellbeing of thousands of US citizens in Puerto Rico and most of our fellow US citizens in the 50 states.

Task Force NEEDS to take these issues into consideration when developing the PR economic development program.
