This rightful quest is a step in the right direction, but, constitutional options must be better defined; and all born in PR, no matter their residency, are affected; should be permitted to vote-- since, they don't have a permanent US Citizenship (per Presidential Reports).<br /><br />First, people will vote on whether PR should stay or not a US Territory. If “no” is selected, then they can select a non-territorial status (Statehood, Independence or ELA Soberano--Free Associated State)... But, the local plebiscite has no force for change because PR falls under the will of Congress, per the un-democratic US Territorial Clause...<br /><br />Remember, the complex PR Status dilemma (affecting about 9 million US Citizens) has been going on for 114+ years (since 1898). It is not only about a “Group” vote on the status question, but, Congress (in 1917) made it, also, an individual rights issue when it imposed a non-permanent statutory 2d Class US Citizenship that doesn't permit US Citizens born/ residing in US PR (including American Veterans) to vote in Federal elections nor have just representation...while being loyal US Citizens.<br /><br />Thus, it is the solemn duty of the Federal Government/ Congress to promptly act when the essence of our representative democracy (“consent of the governed”) is at stake...; ensure an equal US Citizenship for all by sanctioning a PR “Liberty Plebiscite” with defined US Constitutional options (that takes into consideration--the two forms of government under the US Constitution: State or Territory). <br /><br />Full Individual/Civil Rights are more important than un-democratic territorial control of the land!
